Resources Provided:EnterpriseQualityProgramTestLeadServices Description:The AlabamaMedicaidAgency (AMA) has embarked on a major transition from a monolithic system with 14 different business functions to an interoperable modern system based on a Service Oriented Architecture (SOA). This multi-yearMedicaidEnterpriseModernization project will include working with multiple vendors and may include multiple project methodologies. The project must comply with the Center for Medicare andMedicaidServices standards and requirements such as theMedicaidInformation Technology Architecture (MITA)MedicaidEnterpriseCertification Lifecycle (MECL) Outcomes Based Certification and theMedicaidEnterpriseCertification Toolkit (MECT). TheProgramManagement Office (PMO) vendor has already joined the project and is responsible for defining requirements managing theprogram and providing support in theenterprisequalityandtesting efforts.To oversee thequalityandtesting efforts AMA has established anEnterpriseQualityProgram(EQP) to support and implementqualitygoals and is seeking an EQPTestLeadto support the MES Modernization project. The EQPTestLeadwill be responsible for successful conduction of User AcceptanceTesting (UAT) and End-to-End (EE2E)testing for the AlabamaMedicaidSystems ModernizationProgram(AMMP). This person is responsible for identifying creating and executing UAT scripts identifying end users and working closely with them to manage overall UATtesting activities. This person is also responsible for creating an EE2Etestplan creating and execution ofEnterpriseEE2E scenarios andtestcases and validating complete software workflows across integrated systems databases and third-party APIs to ensure seamless performance.The EQPTestLeadreports to the EQPProgramManager for assurance andtesting aspects ofMedicaidEnterpriseSystem (MES)program.Specific EQPTestLeadjob requirements include the following:Serves as the UATTestLeadand drives UAT forMedicaidapplications ensuring systems for claims eligibility and providers meet business requirements and CMS regulationsLeads UAT execution managetesters coordinate with stakeholders and oversee defect resolution to ensure a high-qualitycompliant systemServe as the EE2ETestLeadand drive EE2Etesting forMedicaidapplications validating the entireMedicaidManagement Information System (MMIS) workflow from claim submission to payment ensuring all components databases and third-party interfaces function together under real-world scenariosIdentify the EE2E scenarios prepare EE2Etestcases work with vendors to conduct theenterpriseEE2EtestingAct as a trusted partnerwith contractors and Agency managers to ensuretesting outcomes reachprogramgoals and key initiatives achieve desired results. Develop design and oversee metrics and Key Performance Indicators (KPIs) that provide insight to the health of thequalityassuranceprogramPerformTestAnalystactivities with experience in developing implementing and evaluating a multi-phaseEnterpriseTestStrategy. Experience developing softwaretests for functional performance UAT andEnterpriseEE2Etesting that include automated ad-hoc and manualtesting elements.Strong knowledge of MMIS EE2Etesting. Strong knowledge of identifying the business processes in MMIS system. Strongtestplanning andtestcase development skills. Knowledge of Systems Development Life CycleStrong knowledge oftesting Web-based applications and understanding of Azure Dev Ops operations functions and features.Strong knowledge of ETLtesting. Ensure the accuracy integrity and performance of data stored and processed within the Snowflakecloud data platform.Supports MESqualityassuranceprogram.Demonstrates a strong understanding of Software Design Patterns object-orientedprogramming and agile methodologies associated withtesting. Ability to oversee and integrate with multipletestteams fortesting individual modules and End-to- Endtesting for MES solutions. Collaborate with subject matter experts andprogrammanagers to scope opportunities identify constraints and mitigate risks specifically but not limited totesting.
